States Increasingly Turn to GPS Monitoring to Save Lives
GPS tracking devices, a mainstay in navigation, have recently become an important tool in saving lives. Utilizing the same technology employed in navigation systems, GPS tracking devices keep track of the precise position of whatever the device is attached to, and records its movements at determined intervals. However, unlike navigation systems that issue commands to drivers, such as “Turn Right”, these devices are alerting local authorities about the unauthorized movements of individuals in the criminal justice system.
Currently, 12 states in the US have passed laws that allow judges to place GPS Monitoring devices on domestic abuse offenders. These devices allow law enforcement officials to track the offender’s movements and alert their victims if they come in close proximity. One state looking to be added to this list is Kentucky.
Where a recent unanimous passage in the House, has a bill that would mandate those served with orders of protection to wear a GPS Monitoring device, headed to the Kentucky state Senate. The bill known internally as HB 1, and locally as the “Amanda Ross Bill”, is named for Amanda Ross. She was a 29-year-old who was shot and killed allegedly by former state legislator Steve Nunn, a man whom an order of protection had be issued against. According to Ross’s mother, the bill would have saved her daughter’s life: “She would not have stepped out her door that morning if she had had a GPS tracking device on her perpetrator.”
Another reason states are increasingly turning to GPS Monitoring is the cost-savings they provide. In many states, the offenders are ordered to pay for the cost of the device themselves. The state of California is looking to leverage this cost-savings by allowing certain low-risk inmates to serve their last 12 months of sentencing under GPS Monitoring.
